And even if it did, people would complain that the game takes too long. I would love to have AI that scales with the player, but that's not likely anytime soon. HOI took the latter route regarding difficulty levels. So the gaming standard is to either artificially buff the AI through increased reinforcements, production, whatever, or nerf the player. If you know of any, please tell me as I would be interested to play them. I can't think of any large scale strategy game that has multiple levels of AI. Why do you complain so much about a game you don't own and apparently haven't played? I'm not saying you shouldn't complain, but I'm curious as to why.
